Regulations on Paper Editing and Review

Chapter 1 General Provisions


Article 1 (Purpose)

The purpose of these regulations is to prescribe matters concerning the editing work and standards of the Journal of East Asian Health (hereinafter "JEAH"), published by The East Asian Health Association (hereinafter "EAHA").


Chapter 2 Editorial Board


Article 2 (Editorial Board)

An Editorial Board (hereinafter "the Board") is established to achieve the purpose of Article 1.


Article 3 (Composition of the Editorial Board)

1. Editorial members are appointed by the President of EAHA, and the Board shall consist of up to 50 members.

2. The Editor-in-Chief is appointed by the President of EAHA and oversees the overall editorial work.

3. The Editorial Board consists of 1 Editor-in-Chief, 1 Editor, and 2 Managing Editors.

The Editor is appointed by the President of EAHA from among the editorial members.

4. The term of office for the Editor-in-Chief and editorial members is 2 years and may be reappointed.

5. Decisions of the Board are made by the attendance of a majority of the members and the consent of a majority of the members present.


Article 4 (Qualifications of Editorial Members)

Editorial members must possess the following qualifications:

a. An assistant professor or higher at a domestic or foreign university, or a person engaged in a health-related organization with an equivalent rank.

b. A researcher in a field belonging to the specialized areas of JEAH who has published at least two papers in academic journals (or at least one paper in SCI, SSCI,

SCOPUS, etc.) within the last 5 years.


Article 5 (Responsibilities and Duties of Editorial Members)

1. Editorial members are fully responsible for the decision to publish papers submitted to JEAH, and must verify the authenticity of the papers during the review process and carefully examine candidate papers during the editing process.

2. Editorial members must respect the personality and independence of the authors as scholars and disclose the evaluation process of research papers upon request.

3. Editorial members must handle submitted papers based solely on the quality of the paper and submission guidelines, regardless of the author's gender, age, or affiliation.

4. Editorial members must appoint reviewers with expertise and fair evaluation ability in the relevant field for the evaluation of submitted papers. However, if evaluations of the same paper differ significantly, they may seek advice from experts in the field.

5. Editorial members must not disclose the author's personal information or the details of the paper to external parties until the publication decision is made.


Chapter 3 Paper Submission and Review Committee


Article 6 (Submission Eligibility and Submission)

1. All authors submitting papers must be members registered with JEAH.

2. All papers must be submitted through the JEAH online submission system (https://koybo5.medone.co.kr), and submission is possible at any time. All papers must

be submitted in the English format.


Article 7 (Composition of the Review Committee)

1. Paper reviewers are appointed by the Editor-in-Chief, considering the reviewers' areas of expertise. (Reviewers who are not members of JEAH may be appointed depending on the circumstances.)

2. Editorial members in each subject area, such as Public Health, Health Informatics, Nursing, Medicine/Pharmacy, Hospital Management, and Hospital Financial Accounting, may also serve as reviewers.

3. The Editor-in-Chief handles all matters related to review on behalf of the 4. Editorial Board and reports the review results to the Board.

4. The Managing Editor is in charge of all procedural matters related to review.

5. The classification and selection of submitted papers are determined by the Editor-in-Chief and the Managing Editor and reported to the Board.


Article 8 (Qualifications of Reviewers)

Reviewers must possess the following qualifications:

a. An associate professor or higher at a domestic or foreign university, or a person with equivalent expertise.

b. A researcher in a field belonging to the specialized areas of JEAH who has published at least two papers in academic journals within the last 5 years (or at least one

paper in SCI, SSCI, SCOPUS, etc.).

c. A person who has presented a paper at an academic conference hosted by an equivalent organization, participated as a session chair or discussant, or served as a

reviewer for research published in domestic or foreign journals within the last 5 years.


Article 9 (Responsibilities and Duties of Reviewers)

1. Reviewers must evaluate papers and report the evaluation results to the Board within the period set by the Board. However, if a reviewer determines they are not

qualified to review the paper, they must notify the Board without delay.

2. Reviewers must respect the personality and independence of the authors. Reviewers may request revisions to the paper with specific explanations when necessary during the evaluation process.

3. Paper review is conducted secretly in a way that the author's name and affiliation are not disclosed to the public. Except for advice for review purposes, it is not desirable to show the paper to a third party or discuss the contents of the paper.


Article 10 (Research Misconduct during Review Process)

1. Reviewers must not directly or indirectly misappropriate research plans or research-specific information included in the review process without the original

author's consent.

2. Reviewers should be aware that the following acts during the review process can be considered unethical research behavior:

a. Giving the paper received for review to students or third parties

b. Discussing the details of the paper with colleagues

c. Retaining copies of materials received for review without shredding them after the review

d. Defaming others or making personal attacks during the review process

e. Evaluating the research paper without reading it


Article 11 (Personal and Academic Conflict of Interest)

1. Reviewers must evaluate fairly using objective standards regardless of personal academic beliefs.

2. Reviewers must exclude personal biases when reviewing papers. If a conflict of interest, including personal conflicts, exists, they must notify the Board.

3. Reviewers must not suggest the rejection (rejection) of a paper due to conflict with their own viewpoints or interpretations.


Chapter 4 Paper Review Criteria and Procedures


Article 12 (Target Papers for Review)

The review is conducted according to the writing and submission guidelines. Papers that deviate substantially from the guidelines may not be reviewed.


Article 13 (Review Request and Fee)

1. After the submitted paper passes the qualification screening, the Editor-in-Chief discusses the selection of reviewers with editorial members and selects 2 reviewers

per paper.

2. The Editor-in-Chief immediately requests a review of the submitted paper from the 2 selected reviewers.

3. The paper review is conducted anonymously, where the author's name and affiliation are not disclosed to the reviewer, and the reviewer's name is not disclosed to the

author.

4. The Editor-in-Chief removes the author's name and affiliation from the submitted paper so that the reviewer cannot identify the author.

5. A review fee is paid to the reviewers.


Article 14 (Paper Review and Judgment)

1. Within 2 weeks of receiving the review request, the reviewer must submit an evaluation report via the JEAH online submission system (https://koybo5.medone.co.kr). The reviewer decides whether to publish the paper based on the following criteria. However, papers that receive less than 30 points in subject suitability and originality cannot be published.

a. Subject Suitability (20 points)

b. Originality of Subject (20 points)

c. Validity of Research Analysis (20 points)

d. Composition and Logical Development of the Paper (20 points)

e. Contribution of Research Results (10 points)

f. Compliance with Sentence Expression and Editorial Requirements (10 points)

2. Within 2 weeks, the reviewer must make a judgment of A (90-100 points, publish without revision), B (80-89 points, publish after revision), C (70-79 points, re-review after revision), or F (reject) and write a comprehensive review comment on the revision and supplementation of the paper.

3. If a reviewer does not complete the review within 2 weeks, the Editor-in-Chief may appoint a new reviewer.


Article 15 (Paper Revision according to Editorial Guidelines)

1. Before convening the Editorial Board meeting, the Editor-in-Chief must request the editorial staff to edit papers judged as "publish without revision" or "publish after revision" using the journal's editing guidelines. However, if there are papers judged as "publish without revision" after the Editorial Board meeting, the Editor-in-Chief requests the editing staff to revise the paper after the meeting.

2. The Editor-in-Chief informs each author of the review results after receiving the revised version from the editorial staff. However, results for papers judged as "reject" are not notified.


Article 16 (Judgment and Editorial Principles of Papers)

1. After receiving the completed reviews from the reviewers, the Editor-in-Chief convenes an Editorial Board meeting to decide on publication.

2. The Editorial Board makes publication decisions based on the following table. While the Editorial Board must respect the reviewers' assessments of the manuscript, it reserves the right to make the final decision in accordance with the editorial policies of the journal (JEAH).

3. Papers judged as "publish without revision" must receive at least "B" from reviewers or have an overall evaluation (average) grade of "B" or higher. Papers judged as "publish after revision" must be confirmed to have satisfactory revisions and supplementations by the original reviewer after resubmission.

4. The Editorial Board confirms whether papers considered for publication comply with the writing and submission guidelines of JEAH, reviews details, and decides on publication policy for a specific issue, such as the number of papers and order of publication.

5. Papers that have been previously published elsewhere or submitted for review elsewhere cannot be published in JEAH.

6. If an author submits 2 or more papers for publication, only 1 paper that has received "approval for publication" will be published in the same issue.


Article 17 (Notification of Results)

1. The Editor-in-Chief must notify the author of the review results after the first or second review is completed and may request the author to revise and supplement

the paper based on the evaluation report. The author must be notified once the final publication decision is made by the Editorial Board.

2. Authors must be notified of the review results within 1 month from the date the paper or revised paper is received (or the submission deadline). If it is impossible to

notify the author within 1 month, the reason and the expected notification date must be informed to the author.

3. Unless there is a special reason, the author must submit the edited paper, a response letter to the evaluation report, and a file containing the revised version to the Editor-in-Chief within the period specified by the Board. Changed details must be verified by the Board. If the author fails to submit the revised version within the

period, publication is automatically postponed until this procedure is completed.

4. Papers judged as "C" in the overall evaluation (average) must be sent to the original reviewer by the Editor-in-Chief for re-evaluation with the revised paper and revision report.

5. If the evaluations of the same paper by reviewers differ significantly, the Editor-in-Chief may appoint a third reviewer to request re-evaluation. In this case, the

Editor-in-Chief must send evaluation reports to 3 different reviewers and ensure they submit a final evaluation report based on the details of the paper. The paper can be published only if it receives an overall evaluation of "B" or higher in the final evaluation after revision.

6. The Editor-in-Chief issues a publication approval letter for papers confirmed for publication.


Article 18 (Proofreading and Editing)

1. The Editor-in-Chief must request domestic or foreign members to proofread and edit papers confirmed for publication.

2. Proofreading and editing members are recommended by the Editor-in-Chief and appointed by the President of EAHA.

3. The Editor-in-Chief must send the proofreading and editing results to the original author and request them to properly revise the paper.

4. Unless there is a special reason, the author must submit the revised paper and revision report to the Editor-in-Chief within the period specified by the Board.

Changed details must also be verified by the Board.

5. Even if a paper is confirmed for publication, it will be cancelled (rejected) if it is found that the editorial procedures based on the proofreading and editing results

were not fulfilled or if research misconduct of any kind was committed.

6. If an editorial member discovers plagiarism, inappropriate format, or low quality while editing a paper confirmed for publication, they must notify the Editor-in-Chief and may suggest appropriate countermeasures.

7. The Editor-in-Chief proposes whether to postpone publication or request the author to revise and supplement the paper according to the guidelines in Article 5. Papers requested for revision and supplementation may have their publication postponed depending on the degree of completion and the revision schedule.


Chapter 5 Editing and Publication


Article 19 (Editing and Publication Date)

JEAH is published twice a year (March 30, September 30) in principle. However, the Board may increase or decrease the frequency of publication depending on reasons such as the number of papers submitted.


Article 20 (Editorial Notification)

1. The Editor-in-Chief must obtain publication consent from the authors of papers confirmed for publication before printing.

2. The Editor-in-Chief reports to the President of EAHA after the editorial procedures according to the editorial policy are completed and follows the suggested printing and editing procedures.


Article 21 (Sanctions for Plagiarism and Duplicate Publication)

If the Research Ethics Committee determines that a submitted or published paper contains plagiarism or has been duplicated in another journal, the following sanctions

are taken:

1. If the journal has not yet been distributed, the paper is deleted from the journal before distribution.

2. If the issue has already been distributed, the deletion of the paper is announced on the website.

3. The fact of plagiarism or duplicate publication of the paper is announced on the website.

4. Submission of papers to all journals published by EAHA and presentation at academic conferences by the author are prohibited for 2 years from the date plagiarism or duplicate publication is discovered.

5. If necessary, the fact of plagiarism or duplicate publication is notified to the author's institution or organization.


Article 22 (Transfer of Publication, Reproduction, Public Transmission, and Distribution Rights)

1. The publication rights of the paper belong to EAHA unless otherwise stipulated.

2. The author must transfer the reproduction, public transmission, and publication rights to EAHA. If not agreed, the paper cannot be published in JEAH.


Article 23 (Notice of Paper Publication on Website)

Papers published in JEAH must be disclosed and announced on the JEAH website (http://www.jeaha.org).


Article 24 (Others)

Matters not specified in these regulations follow the submission guidelines or the decisions of the Editorial Board.


Article 25 (Effective Date)

These regulations take effect from January 1, 2024.
